A tattooed number, a computer chip under the skin, or something more subtle? It's one of the most misinterpreted prophecies in all of the Bible - yet it is so important to correctly understand this subject. But in studying the mark of the beast, we must address some very sensitive issues, naming names and being specific. This is not a popular thing today, but we must be firm because God loves His people and He wants them to know the truth. This message is not ours, but Jesus'. And with eternal death facing those who receive the mark, it would be a crime to not help Him deliver this message. This lesson should probably be prefaced with a warning: "THE DEVIL DOES NOT WANT YOU TO READ AND COMPLETE THIS STUDY GUIDE." Please read Revelation 13:1-8, 14:9-12, and 16-18, and pray for the Holy Spirit to grant you an honest and understanding heart before embarking on this study adventure.

An Urgent Reminder
We learned from Study Guide 2 that a terrible conflict is in progress between God and the devil. It has raged through the centuries since Lucifer, heaven's most powerful angel, rebelled against God. With the angels who joined him, he attempted to overcome God and seize control of the universe. God and the loyal angels had no choice but to eject Lucifer and his angels from heaven. Lucifer, who became known as the devil and Satan, was infuriated. His determination to destroy God and control the universe has grown with every passing year. Amazingly, he has won the support of the vast majority of earth's people in his rebellion. The Lord also asks for people's loyalty and support, but He leaves all free to choose. Soon every person on earth will have aligned with either Satan or God. The final battle between Satan and God is just ahead, and it is described in the book of Revelation. This book points out that God has an emblem, or mark, which will identify His people. Satan also has an emblem, or mark, that will identify those who support him. As usual, Satan will work through an earthly power (symbolized in Revelation by a beast) to impose his mark. This Study Guide will reveal the beast's mark, which every lost person of the end time will receive. Unless you know what his "mark" is, how will you avoid receiving it?
1. In order to know what the "mark" is, we must first identify the beast. How does the Bible describe the beast? Answer:
Revelation 13:1-8, 16-18 provides 11 identifying characteristics. They are listed below:
A. Rises from sea (verse 1).
B. Composite of the four beasts of Daniel chapter 7 (verse 2).
C. Dragon gives it power and authority (verse 2).
D. Receives a deadly wound (verse 3).
E. Deadly wound healed (verse 3).
F. Strong political power (verses 3, 7).
G. Strong religious power (verses 3, 8).
H. Guilty of blasphemy (verses 1, 5, 6).
I. Wars with and overcomes the saints (verse 7).
J. Rules for 42 months (verse 5).
K. Has mysterious number--666 (verse 18).

The beast of Revelation chapter 13 symbolizes the Antichrist.
Do some of these points have a familiar ring? Certainly! We encountered many of them earlier when we studied about the Antichrist in Daniel chapter 7. The "beast" of Revelation 13 is simply another name for the "Antichrist," which we learned from Daniel 7 is the papacy. Prophecies of Daniel and Revelation often cover the same ground as prior prophecies, but each time new features are added that help make the prophecies certain. So expect to learn some new things about the Antichrist from this Study Guide. Now let's consider, one by one, the 11 points that describe the beast.

A. It would rise from the sea (Revelation 13:1).
The sea (or water) in prophecy refers to people, or a populated area (Revelation 17:15). So the beast, or Antichrist, would arise from amid the established nations of the then-known world. The papacy, as we all know, arose in western Europe, so it fits this point.

A Word of Explanation
In harmony with God's command to honor all people (1 Peter 2:17), we pause here to recognize the papacy for her many good deeds and activities. Her hospitals, orphanages, care for the poor, homes for unwed mothers, and care for the aged are appreciated universally. She can honestly be lauded for many things. But, like all other organizations, she has also made mistakes. God pinpoints some of her errors in Revelation. The Lord, who blesses and comforts, must sometimes chasten and correct. Please ask His Spirit to speak to you as you study this crucial topic.

B. It would be a composite of the four beasts of Daniel chapter 7 (Revelation 13:2).

The papacy is the Antichrist.
The four beasts of Daniel 7 are depicted as part of Antichrist, or the beast, because the papacy incorporated pagan beliefs and practices from all four empires. She clothed them in spiritual garb and spread them to the world as Christian teachings. Here is one of many supporting statements from history: "In a certain respect, she [the papacy] has copied her organization from that of the Roman Empire, has preserved and made fruitful the philosophical intuitions of Socrates, Plato, and Aristotle, borrowed from both Barbarians and the Byzantine Roman Empire, but always remains herself, thoroughly digesting all elements drawn from external sources." 1 This point definitely fits the papacy.

C. The beast must receive its power, seat (capital), and authority from the dragon (Revelation 13:2).

King Herod tried to "devour", or kill, Jesus at birth.
To identify the dragon, we go to Revelation chapter 12, where God's end-time church is pictured as a pure woman. In prophecy, a pure woman represents God's true people or church (Jeremiah 6:2; Isaiah 51:16). (In Study Guide 23, we will present a detailed study of God's end-time church of Revelation chapter 12. Study Guide 22 explains Revelation chapters 17 and 18, where fallen churches are symbolized by a fallen mother and her fallen daughters.) The pure woman is portrayed as pregnant and about to deliver. The dragon crouches nearby, hoping to "devour" the baby at birth. However, when the baby is born He evades the dragon, fulfills His mission, and then ascends to heaven. Obviously the baby is Jesus, whom Herod tried to destroy by killing all the babies in Bethlehem (Matthew 2:16). So the dragon represents pagan Rome, of which Herod was a king. The power behind Herod's plot was, of course, the devil (Revelation 12:7-9). Satan acts through various governments to accomplish his ugly work--in this case, pagan Rome.

General Berthier inflicted a deadly wound upon the papacy by taking Pope Pius VI captive.
We will quote just two supportive references from history, though there are many: (1) "The Roman Church ... pushed itself into the place of the Roman World-Empire, of which it is the actual continuation. ...The Pope ... is Caesar's successor." 2 (2) "The mighty Catholic Church was little more than the Roman Empire baptised. Rome was transformed as well as converted. The very capital of the old Empire became the capital of the Christian Empire. The office of Pontifex Maximus was continued in that of Pope." 3 So this point also fits the papacy. She received her capital city and power from pagan Rome.

D. It would receive a deadly wound (Revelation 13:3).
The deadly wound was inflicted when Napoleon's general, Alexander Berthier, entered Rome and took Pope Pius VI captive in February of 1798. Napoleon decreed that at the death of the pope, the papacy would be discontinued. The pope died in France in August of 1799. "Half Europe thought ... that without the Pope the Papacy was dead." 4

So this point also fits the papacy.

More than 100 nations have state representatives at the Vatican.

E. The deadly wound would be healed, and the entire world would give homage to the beast (Revelation 13:3).
Since its healing, the strength of the papacy has grown and increased until today she is one of the most powerful religio-political organizations and influence-centers in the world. Malachi Martin, consummate Vatican insider and intelligence expert, reveals the following in his best-selling book The Keys of This Blood 5 (page numbers in parentheses):

He is as determined to be world ruler as was Constantine in his day (49). He is protected by four governments (120). He is the best-known person of the 20th century (123). He is personal friends with the leaders of 91 countries (490). People of the world seem to him ready for strong worldwide moral government with control (160). Sixteen thousand journalists covered his American visit (490).

The American ambassador says the Vatican is unmatched as a "listening post" (120). The Vatican knows by Saturday what will happen on Monday anywhere in the world (439). Papal structure is prepared for worldwide rule now (143).

Obviously, the wound is healed and the eyes of the nations are upon the Vatican, so this point also fits the papacy.

Millions of Christians lost their lives during periods of papal persecution.
F. It would become a strong political power (Revelation 12:3, 7).

G. It would become a very powerful religious organization (Revelation 13:3, 8).
See item E above.

H. It would be guilty of blasphemy (Revelation 13:5, 6).
The papacy is guilty of blasphemy because her priests claim to forgive sins and her popes claim to be Christ.

I. It would war with and persecute the saints (Revelation 13:7).
The papacy did persecute and destroy millions of saints during the Dark Ages.

J. It would reign for 42 months (Revelation 13:5).
The papacy reigned for 42 prophetic months, which equals 1,260 years--from A.D. 538-1798.

Points H through J also clearly fit the papacy. We touched on them only briefly here because they were covered thoroughly in Study Guide 15, question 8, items E, G, and H.

K. It would have the mysterious number 666 (Revelation 13:18).
This verse says, "It is the number of a man," and Revelation 15:2 says it is "the number of his name." What man do you think of when you think of the papacy? Naturally, we all think of the pope. What is his official name? Here is a Catholic quote: "The title of the pope of Rome is "Vicarius Filii Dei" (English: "Vicar of the Son of God").6 Malachi Martin, in The Keys of This Blood, uses the same title for the pope on pages 114, 122. A footnote for Revelation 13:18 in some Douay [Catholic] versions of the Bible says, "The numeral letters of his name shall make up this number." Notice the chart at right, which shows what happens when we total up the Roman numeral value of the letters of the name.

Again, the papacy fits the identification point. The beast with the "mark" is the papacy. No other power in history could possibly fit these divine descriptive points. Now that we have positively identified the beast, we can discover her mark, or symbol of authority. But first, let's look at God's sign of authority.

2. What is God's mark, or symbol, of authority?
"I gave them my sabbaths, to be a sign between me and them, that they might know that I am the Lord that sanctify them." Ezekiel 20:12. "It is a sign between me and the children of Israel for ever: for in six days the Lord made heaven and earth." Exodus 31:17.
Answer: God is saying in the texts above that He gave us His Sabbath as a glorious sign of His power to create and His power to sanctify (convert and save) us. In the Bible, the words seal, sign, mark, and token are used interchangeably.7 God's sign, the Sabbath, represents His holy power to rule as Creator and Saviour. Revelation 7:1-3 says it will be written upon the foreheads (minds--Hebrews 10:16) of His people. It will signify that they are owned by Him and have His character. Hebrews 4:4-10 confirms this by saying that when we enter His rest (receive salvation), we should keep His seventh-day Sabbath holy as a symbol, or mark, of salvation. True Sabbathkeeping signifies that a person has surrendered his life to Jesus Christ and is willing to follow wherever Jesus leads.

Since the symbol, or mark, of God's authority and power is His holy Sabbath day, it seems likely that the symbol, or mark, of God's challenger--the beast--might also involve a holy day. Let's see if it does.

3. What does the papacy say is her symbol, or mark, of authority? Answer: Notice the following section from a Catholic catechism:

"Question: Have you any other way of proving that the Church has power to institute festivals of precept?"
"Answer: Had she not such power, she could not have done that in which all modern religionists agree with
her--she could not have substituted the observance of Sunday the first day of the week, for the observance of Saturday the seventh day, a change for which there is no Scriptural authority."8

So the papacy is here saying that it changed Sabbath to Sunday and that virtually all churches accepted the new holy day. Thus, the papacy claims that Sunday as a holy day is the mark, or symbol, of her power and authority.

4. Did God predict such a change in Scripture? Answer: Yes! In describing the Antichrist in Daniel 7:25, God said it would "think to change times and laws."

A. How has the papacy tried to change God's laws? In three different ways: In her catechisms she has (1) omitted the second commandment against veneration of images, and (2) shortened the fourth (Sabbath) commandment from 94 words to just eight. The Sabbath commandment (Exodus 20:8-11) clearly specifies Sabbath as the seventh day of the week. As changed by the papacy, the commandment reads: "Remember that thou keep holy the Sabbath day." Written thus, it can refer to any day. And, finally, she (3) divided the tenth commandment into two commandments.

B. How has the papacy attempted to change God's times? In two ways: (1) She has changed the time of the Sabbath from the seventh day to the first day. (2) She has also changed God's "timing" for the beginning and closing hours of the Sabbath. Instead of counting the Sabbath day from sundown Friday night to sundown Saturday night as God mandates (Leviticus 23:32), she adopted the pagan Roman custom of counting the day from midnight Saturday night to midnight Sunday night. God predicted these "changes" would be attempted by the beast, or Antichrist.

Notice the following section from a Catholic catechism:
"Question: Which is the Sabbath day?
Answer: Saturday is the Sabbath day.
Question: Why do we observe Sunday instead of Saturday?
Answer: We observe Sunday instead of Saturday because the Catholic Church transferred the solemnity from Saturday to Sunday." 9

Here is another Catholic statement: "The Church is above the Bible; and this transference of Sabbath observance from Saturday to Sunday is proof positive of that fact." 10

The papacy is saying in these references that its successful change of Sabbath observance to Sunday worship is proof that its authority is greater, or "above," Scripture.

5. How could anyone dare attempt to change God's holy day? Answer:
We ask the papacy, "Did you really change Sabbath to Sunday?"
She replies, "Yes, we did. It is our symbol, or mark, of authority and power."
We ask, "How could you even think of doing that?"
It's a pertinent question. But the question the papacy officially asks Protestants is even more pertinent. Please read it carefully:

"You will tell me that Saturday was the Jewish Sabbath, but that the Christian Sabbath has been changed to Sunday. Changed! but by whom? Who has authority to change an express commandment of Almighty God? When God has spoken and said, Thou shalt keep holy the seventh day, who shall dare to say, Nay, thou mayest work and do all manner of worldly business on the seventh day; but thou shalt keep holy the first day in its stead? This is a most important question, which I know not how you can answer. You are a Protestant, and you profess to go by the Bible and the Bible only; and yet in so important a matter as the observance of one day in seven as a holy day, you go against the plain letter of the Bible, and put another day in the place of that day which the Bible has commanded. The command to keep holy the seventh day is one of the ten commandments; you believe that the other nine are still binding; who gave you authority to tamper with the fourth? If you are consistent with your own principles, if you really follow the Bible and the Bible only, you ought to be able to produce some portion of the New Testament in which this fourth commandment is expressly altered." 11

Tragically, both Catholicism and Protestantism stand guilty before the judgment bar of heaven for rejecting God's holy Sabbath--His sacred sign of identification.

6. What solemn warnings has God given regarding His law and His sign, or mark? Answer:
A. God warns religious leaders against causing people to stumble by saying that some commandments do not matter (Malachi 2:7-9). For example, some ministers teach, "It doesn't matter what day you keep holy."
B. God warns people who want their ministers to preach smooth fables rather than the truth about His law (Isaiah 30:9, 10).
C. God warns people about hardening their hearts against the truth of His law (Zechariah 7:12).
D. God warns people who say it would seem "strange" to keep God's law--like the Sabbath, for example (Hosea 8:12).
E. God states that the upheaval, tragedy, problems, and woes of earth come because people refuse to follow His law--and have even tried to change it (Isaiah 24:4-6).
F. God warns religious leaders who refuse to preach the prophecies of the end time (Isaiah 29:10, 11).
G. God solemnly warns that leaders who teach there is really no difference between sacred things (such as God's holy Sabbath) and common things (such as Sunday) will face His indignation (Ezekiel 22:26, 31).

7. Revelation 13:16 says people will receive the mark of the beast in the forehead or in the hand. What does this mean? Answer: The forehead represents the mind (Hebrews 10:16). A person will be marked in the forehead by a decision to keep Sunday as a holy day. The hand is a symbol of work (Ecclesiastes 9:10). A person will be marked in the hand by working on God's holy Sabbath or by going along with Sunday laws for practical reasons (job, family, etc.). The sign, or mark, for either God or the beast will be invisible to people. You will, in essence, mark yourself by accepting either God's sign or mark, the Sabbath, or the beast's mark, Sunday. Though invisible to men, God will know who has which mark (2 Timothy 2:19).
8. According to Isaiah 58:1, 13, 14, what decisive message does God deliver to His people in the last days?
"Cry aloud, spare not, lift up thy voice like a trumpet, and shew my people their transgression." "If thou turn away thy foot from the sabbath, from doing thy pleasure on my holy day; and call the sabbath a delight, ... Then shalt thou delight thyself in the Lord." Isaiah 58:1, 13, 14.
Answer: He says, show "my people" that they are (innocently perhaps) sinning because they are trampling on My holy day, and ask them to quit breaking My Sabbath so I can bless them. Speak loudly so they will hear you!

Notice that the third angel of Revelation 14:9-12, who brings the message about the mark of the beast, speaks with a loud voice also (verse 9). The message is too important to treat as ordinary. It's a life-or-death issue. Jesus says His sheep, or people, will follow Him when He calls them. (John 10:16, 27).

9. Do people who worship on Sunday (as a holy day) have the mark of the beast now? Answer: No! No one will have the mark of the beast until Sunday worship becomes an issue forced by law. At that time (just ahead), those who decide to follow the false teachings of the beast and worship on Sunday (the beast's counterfeit holy day) will receive the mark of the beast.

Those who follow Jesus and obey His truth will keep His Sabbath day holy and receive His mark. Those who expect to refuse the beast's mark in the future must step under Jesus' Sabbath banner now. His power is available to those who obey Him (Acts 5:32). Without Him, we can do nothing (John 15:5). With Him, all things are possible (Mark 10:27).

10. According to the book of Revelation, whom did John specifically see in God's eternal kingdom? Answer: The answer is threefold and very clear:

A. Those who have God's mark, or sign (His Sabbath), in their foreheads (Revelation 7:3).
B. Those who refused to identify with the beast or his image and who refused to have his mark or name in their foreheads (Revelation 15:2).
C. The people who--today and for eternity--follow where Jesus leads, trusting Him fully in everything (Revelation 14:4). There is no other way.

11. What is Jesus saying to people today?
"He that followeth me shall not walk in darkness, but shall have the light of life." John 8:12.
Answer: What a fantastic promise! If we follow Him, we will not end up in darkness but will, instead, have glorious truth. Nothing could be more exciting! Further, following Him and keeping His Sabbath will put God's mark on our foreheads and protect us from the dreadful plagues (Psalms 91:10) that will fall upon the disobedient (Revelation chapter 16). It also marks us as ready for translation at Jesus' second coming. What blessed protection and assurance God has offered us!

12. I have now decided to begin keeping His seventh-day Sabbath (Saturday) as His holy day and follow Him wherever He leads. Answer:

Answer: Here are a host of comments from churches and other authorities about the Sabbath:

Baptist: "There was and is a commandment to keep holy the Sabbath day, but that Sabbath day was not Sunday. ... It will be said, however, and with some show of triumph, that the Sabbath was transferred from the seventh to the first day of the week. ... Where can the record of such a transaction be found? Not in the New Testament--absolutely not. There is no scriptural evidence of the change of the Sabbath institution from the seventh to the first day of the week." --Dr. Edward T. The Three Angels' Messages

The unified message of the three angels is righteousness by faith. Righteousness comes by faith in the substitutionary death of Jesus Christ. This death is necessary because God, in His justice, could not excuse the fall of our first parents, Adam and Eve. The Fall of Adam and Eve was the result of their own choice to believe the evidence of their senses rather than to believe the word of God. The term "Fall" implies a previous state that was better. Adam and Eve were not created through some process of gradual improvement, but they were created in a state of sinless perfection. The story of their creation is found in Genesis 1.
Some would urge us to accept another story of creation, one that is more in harmony with the ideas of leading scientists and theologians. It is unpopular to accept the words of an old book rather than the latest ideas in science. To those who urge us to abandon our faith in the six-day creation of Genesis, we should say--Tell me the story of Jesus and salvation. Does science have a story that includes Jesus and salvation? Only the Bible shows the way to salvation and the basis for that pathway.
The three angel's message reveals Jesus as Creator, Advocate in judgment, and Redeemer. This is why the Genesis creation account is so important. Genesis presents the most detailed account given in Scripture of the creation of our world. The creation story is the basis for worship of God, the reason for His authority in judgment, and the contentious issue behind the mark of the beast. The creation record in Genesis is a unifying theme of the three angels' messages.
In view of the significance of creation and the flood to the three angels' messages at the end of time, it is sobering to consider Peter's warning of scoffers in the last days: "Know this first of all, that in the last days mockers will come with their mocking, following after their own lusts, and saying, 'Where is the promise of His coming? For ever since the fathers fell asleep, all continues just as it was from the beginning of creation.' For when they maintain this, it escapes their notice that by the word of God the heavens existed long ago and the earth was formed out of water and by water, through which the world at that time was destroyed, being flooded with water. But by His word the present heavens and earth are being reserved for fire, kept for the day of judgment and destruction of ungodly men" (2 Peter 3:3-7, NASB).
According to Peter, scoffers will deny both creation and the flood. This is happening now, not only in the world but even within the church. The three angels' messages must be given, even in such an atmosphere of skepticism. When all the world has been reached, the end will come. And then the Creator will again exercise His power in creation, this time to restore that which was lost because of sin. "But according to His promise we are looking for new heavens and a new earth, in which righteousness dwells" (2 Peter 3:13, NASB

Only Jesus!

The Little Horn of Daniel

In the second year of Nebuchadnezzar’s reign over the Babylonian Empire (ca. 603 B.C.), Daniel, a Hebrew in captivity, was called upon to reveal and interpret a dream for the monarch.
He told of a great image in the form of a man consisting of four sections. The head was of gold, its breast and arms were silver, the belly and thighs were fashioned of brass, and the legs were iron, the feet being iron mingled with clay. The image was struck on its feet by a stone that had been cut (without human hands) from a mountain. The metallic image was destroyed and the stone itself became a mountain filling the entire earth (Daniel 2:31-35).
The meaning of the dream was clear: The golden head represented the Neo-Babylonian Empire (626-539 B.C.). That government would be followed by the kingdom of the Medes and Persians (539-332 B.C.). The Medo-Persian Empire would be succeeded by the Greek regime (332-63 B.C.), which, in turn, would finally give way to Roman rule (63 B.C. – A.D. 476). During the era of the Roman Empire, God himself would set up his kingdom, which would be a universal, spiritual monarchy (2:44).
The divinely initiated dream occurred almost seventy years before the Babylonian Empire fell and is a remarkable example of prophecy. The dramatic revelations of future international events in this book provide the basis for the liberal motive which seeks to discredit Daniel as the author of the narrative, ascribing it to some unknown person of the second century B.C.
About a half century later, in the first year of Belshazzar (a grandson of Nebuchadnezzar), Daniel himself had a dream (visions) that, to a significant degree, had a thrust similar to the prophetic dream entertained by Nebuchadnezzar. From the turbulent “great sea” he saw four differing beasts successively rise. Without question, these four beasts correspond to the four metallic components of the image portrayed in chapter two.
The Lion
The first beast was like a lion, but it also had eagle’s wings. As Daniel watched, the wings were torn off. Presently, the lion stood up like a man and a human heart was given to it. This initial beast represented the Babylonian Empire.
Of Nebuchadnezzar, Jeremiah wrote: “A lion is gone up from his thicket, and a destroyer of nations; he is on his way, he is gone forth from his place, to make your land desolate, that your cities be laid waste, without inhabitant” (Jeremiah 4:7). He further declared, “Our pursuers were swifter than the eagles of the heavens” (Lamentations 4:19).
The rapid campaigns against Assyria, Egypt, and Palestine are graphically depicted in the symbolism. But the advancement of the Babylonian conquest was stayed (the wings plucked). Moreover, it is a matter of historical record that during the latter era of the Babylonian regime there was a “gradual diminution of the ferocity of conquest under a succession of comparatively weak princes” (Barnes 1853, 290).
The Bear
The second beast was like a bear, an animal noted for its fierceness (cf. Hosea 13:8). This bear was higher on one side than on the other. Since the beast represents the Medo-Persian kingdom (as indicated by the silver portion of the earlier image), this would suggest that one of these national powers would overshadow the other (cf. 8:3, 20). This conforms to the actual facts. In their early history, the Persians were subject to the Medes, but Cyrus conquered the king of Media in 558 B.C., and supremacy passed to the Persians.
The bear had three ribs in its mouth, likely reflecting the fact that this empire had conquered the nations of Lydia (546 B.C.), Babylon (539 B.C.), and Egypt (525 B.C.). This vision occurs when Babylon is at the zenith of her power and in no apparent danger of falling.
The Leopard
The third creature was like a leopard with wings upon its back. It also had four heads. The winged leopard, of course, hints of blazing speed. This signifies the conquests of the Greek regime under Alexander the Great. See chapter 8:5, 21, where the “king of Greece” moves so rapidly that his feet “touched not the ground.”
Alexander came to the Macedonian throne when he was but twenty years of age; by the time he was twenty-five he was virtual master of the Eastern world. At the battle of Arbela, with a force of less than fifty thousand men, he defeated Darius whose army was six hundred thousand strong.
It is also significant that the leopard of Daniel’s vision had four heads. Remarkably, this signifies the fate of his empire following his death. Alexander had no heir; consequently his territories were divided among four of his generals. Lysimachus took nearly the whole of Asia Minor; Cassander had Greece; Seleucus possessed Syria and the East; while Ptolemy claimed Egypt and Palestine (Sanderson, Lamberton, and McGovern 1900, 132). This is further confirmed by the testimony of chapter eight, verses eight and twenty-two. Remember, Daniel is seeing a vision of events that were not to transpire for more than two hundred years!
The Ten-horned Beast
Finally, the prophet sees a fourth beast emerge from the sea. It is different from the preceding animals. It is terrible, with great iron teeth and nails of brass. This beast crushed its enemies and stamped the residue with its feet. Moreover, this animal had ten horns. This fourth beast (or kingdom [v. 23]), corresponds to the fourth segment of the earlier image (iron and iron-clay [chapter two]); it is the Roman Empire.
It is interesting to note that as these empires come and go, there is a degeneration in quality, i.e., from gold to iron. It is clear that Daniel “was not encouraged to see in history evolutionary progress, but rather the reverse. Modern technological progress in no way invalidates this judgment, for it is international justice, peace and human contentment and fulfillment that are in mind, and in these realms it would be hard to argue that there has been progress” (Baldwin 1978, 140).
Some suggest that the beast’s ten horns are but a figurative representation of the political descendants of the old Roman Empire and thus the numeral is not to be pressed (Young 1980, 149). Others assert that when Rome fell in A.D. 476, the result was the formation of ten literal states or governments. Newton, citing Whitson, says that “the number of the kingdoms into which the Roman empire in Europe . . . was originally divided . . . was exactly ten” (1831, 234).
As the prophet was meditating upon the significance of the ten horns, he saw a little horn uproot three of the other horns. This little horn had eyes like a man and a mouth that spoke great things, obviously hinting of a personal force rather than mere political abstraction.
Several other characteristics of the little horn are subsequently mentioned:
The little horn represented a force that was “more stout” than the other governments.
It “made war with the saints” and attempted to “wear out” the people of God.
It prevailed against the saints until the Lord gave a judgment on behalf of his people.
The little horn would “speak words against the Most High”.
It (he) would “think to change the times and the law” of God.
The saints were given into his hand for “a time, times, and half a time.”
Exactly who, or what, was this infamous little horn?
The Little Horn
Let us carefully consider some suggestions that have been made regarding the identity of the little

The Gospel Is Jesus!

The best is what My heart has for you.
■Allow My heart to beat within you, so that best can be yours.
■I am a God that can move just as easily behind you as in front of you.

HUGUENOTS IN PRISON FOR THEIR FAITH"Others had trial ... of bonds and imprisonment." Heb. 11:36.

The prophetic picture of the rise and work of the "little horn" finds its exact counterpart in the history of the Roman Papacy:

The Place.—The little horn was seen by the prophet rising in the field of the Roman Empire. That was the very place where the great kingdom of the Papacy appeared, taking the name of Roman.
The Time.—The rise of the ecclesiastical kingdom of the little-horn power in the prophecy followed the breaking up of the Roman Empire into the ten kingdoms. Just so the ecclesiastical kingdom of the Roman Papacy rises to view in history immediately following the division of the empire.

The Period of Supremacy.—The prophecy allotted 1260 years to the full supremacy of this power. History responds that from the beginning of the papal supremacy, in the days of Justinian, a period of 1260 years brings us into the stirring events of the last decade of the eighteenth century, that gave to the Papacy a deadly wound.
"He shall speak great words against the Most High." Dan. 7:25.

One further set of specifications remains for study:
The Work.—Of the nature and work of the power represented by the little horn, the prophecy declares:

"He shall speak great words against the Most High, and shall wear out the saints of the Most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time." Dan. 7:25.

Do we find in the record that the Church of Rome has fulfilled these specifications also? The Scripture prophecy is absolutely a word-photograph of the workings of the papal church. Look at the main features:
1. Speaking great words against the Most High.
2. Wearing out the saints of the Most High.
3. Thinking to change the times and the laws of the Most High.

Every count in the indictment may be clearly proved, and that by testimony from Roman Catholic sources
"He Shall Speak Great Words Against the Most High"

As Daniel observed the little-horn power, he heard it speaking "very great things." The angel declared that these great swelling words were really against the Most High. And what could be more against the honor of the Most High than that to mortal man should be ascribed the titles and attributes of divinity? Here are some of the "great words:"

"All the names which are attributed to Christ in Scripture, implying His supremacy over the church, are also attributed to the Pope."—Bellarmine, "On the Authority of Councils," book 2, chap. 17.
This ruling has been actually applied through the ages. Says Elliott:

"Look at the Sicilian ambassadors prostrated before him [Pope Martin IV] with the cry, 'Lamb of God! that takest away the sins of the world!'"—"Horæ Apocalypticæ," part 4, chap. 5, sec. 2.

"And shall wear out the saints of the Most High." Dan. 7:25.

"The Pope is of so great dignity and excellence, that he is not merely man, but as if God, and the vicar of God (non sit simplex homo, sed quasi Deus, et Dei vicarius). The Pope alone is called most holy,... divine monarch, and supreme emperor, and king of kings.... The Pope is of so great dignity and power that he constitutes one and the same tribunal with Christ (faciat unum et idem tribunal cum Christo), so that whatsoever the Pope does seems to proceed from the mouth of God (abore Dei)."—"Prompta Bibliotheca" (Ferraris), art. "Papa;" Ferraris's Ecclesiastical Dictionary (Roman Catholic), art. "The Pope." Quoted in Guinness's "Romanism and the Reformation," p. 16.
These are no merely extravagant adulations of the Dark Ages, to be repudiated by the moderns; these terms express the unchanging doctrinal claims of the Roman Church, that put man in the place of God. The modern Pope Leo XIII, in an encyclical letter dated June 20, 1894, repeated the claim:

"We hold upon this earth the place of God Almighty."—"The Great Encyclical Letters of Leo XIII" (New York, Benziger Brothers), p. 304.

Thus does the Papacy "speak great words against the Most High."
"And Shall Wear Out the Saints of the Most High"

All through the Dark Ages we catch glimpses of the ruthless hand of Rome laid upon simple believers in God's Holy Word; but plans for wholesale wearing out of the saints of God were devised as the Waldenses and others rose to a widespread work of witnessing, heralds of the dawn of the coming Reformation,—
"These who gave earliest notice,
As the lark
Springs from the ground the morn to gratulate;
Who, rather, rose the day to antedate,
By striking out a solitary spark,
When all the world with midnight gloom was dark—
The harbingers of good whom bitter hate
In vain endeavored to exterminate."
Pope Innocent III gave orders concerning them as follows:
"Therefore by this present apostolical writing, we give you a strict command that, by whatever means you can, you destroy all these heresies and expel from your diocese all who are polluted with them. You shall exercise the rigor of ecclesiastical power against them and all those who have made themselves suspected by associating with them. They may not appeal from your judgments, and, if necessary, you may cause the princes and people to suppress them with the sword."—Quoted from Migne, 214, col. 71, in Thatcher and McNeal's "Source Book for Medieval History," p. 210.
As the truth spread, so also the papal church redoubled its efforts by sword and flame. The historian Lecky says:
"That the Church of Rome has shed more innocent blood than any other institution that has ever existed among mankind, will be questioned by no Protestant who has a competent knowledge of history. The memorials, indeed, of many of her persecutions are now so scanty that it is impossible to form a complete conception of the multitude of her victims, and it is quite certain that no powers of imagination can adequately realize their sufferings."—"History of the Rise and Influence of the Spirit of Rationalism in Europe," Vol. II, p. 32.

Motley, in his "Rise of the Dutch Republic" (part 3, chap. 2), tells how Philip II of Spain—who declared that he would "never consent to be the sovereign of heretics"—sent the Duke of Alva to take over the Netherlands:

"Early in the year the most sublime sentence of death was promulgated which has ever been pronounced since the creation of the world. The Roman tyrant [Nero] wished that his enemies' heads were all upon a single neck, that he might strike them off at a blow; the Inquisition assisted Philip to place the heads of all his Netherlands subjects upon a single neck for the same fell purpose. Upon February 16, 1568, a sentence of the Holy Office condemned all the inhabitants of the Netherlands to death as heretics. From this universal doom only a few persons, especially named, were excepted. A proclamation of the king, dated ten days later, confirmed this decree of the Inquisition, and ordered it to be carried into instant execution, without regard to age, sex, or condition. This is probably the most concise death warrant that was ever framed. Three millions of people, men, women, and children, were sentenced to the scaffold in three lines."

Roman Catholic writers admit that the papal church has sought to exterminate what it calls heresy, by the power of the sword.

The Western Watchman (St. Louis), Dec. 24, 1908, says:
"The church has persecuted.... Protestants were persecuted in France and Spain with the full approval of the church authorities. We have always defended the persecution of the Huguenots, and the Spanish Inquisition. Wherever and whenever there is honest Catholicity, there will be a clear distinction drawn between truth and error, and Catholicity and all forms of error. When she thinks it good to use physical force, she will use it."

Prof. Alfred Baudrillart, rector of the Catholic Institute of Paris, says:
"The Catholic Church is a respecter of conscience and of liberty.... She has, and she loudly proclaims that she has, a 'horror of blood.' Nevertheless, when confronted by heresy, she does not content herself with persuasion; arguments of an intellectual and moral order appear to her insufficient, and she has recourse to force, to corporal punishment, to torture. She creates tribunals like those of the Inquisition, she calls the laws of the state to her aid, if necessary she encourages a crusade, or a religious war, and all her 'horror of blood' practically culminates into urging the secular power to shed it, which proceeding is almost more odious—for it is less frank—than shedding it herself. Especially did she act thus in the sixteenth century with regard to Protestants. Not content to reform morally, to preach by example, to convert people by eloquent and holy missionaries, she lit in Italy, in the Low Countries, and above all in Spain, the funeral piles of the Inquisition. In France under Francis I and Henry II, in England under Mary Tudor, she tortured the heretics, whilst both in France and Germany during the second half of the sixteenth and the first half of the seventeenth century if she did not actually begin, at any rate she encouraged and actively aided, the religious wars."—"The Catholic Church, the Renaissance and Protestantism" (London, Kegan Paul, Trench, Trübner & Co., Ltd., 1908), pp. 182, 183.

She has done it—the Church of Rome has worn out the saints of the Most High. The prophet in vision saw an ecclesiastical kingly power rise among the kingdoms of the divided Roman Empire. Its look was more stout than its fellows, and the prophet heard it speaking "very great things," and saw it wearing out the saints of the Most High through the long centuries.
Christ viewing the battle fields of history, where millions of His followers have been slain in His name.

"Guilty!" is the clear verdict of history, against the Church of Rome on these two counts of the prophetic indictment.
"And Think to Change Times and Laws"

The power that was to speak great words against the Most High, and to wear out the saints of the Most High, was further—in its self-exalting opposition to God—to assume to lay hands upon times and laws, evidently the times and the laws of the Most High; for to say that such a power would lay hands on the laws of men, changing or setting aside human legislation, would signify less than the preceding counts. This third specification states a climax in the indictment—the self-exalting, persecuting power was to lay hands upon the very law of the Most High. It is clearly the same power that the apostle Paul said would rise to dominion after his time: "Then shall be revealed the lawless one." 2 Thess. 2:8, A.R.V.
God's Law Unchangeable
Just as the laws of a government express its character, so the law of God is a reflection of the divine character. "The law of the Lord is perfect." Ps. 19:7. "Wherefore the law is holy," said the apostle, "and the commandment holy, and just, and good." Rom. 7:12.

Jesus declared, "I delight to do Thy will, O My God: yea, Thy law is within My heart." Ps. 40:8. And He maintained the unchangeable, enduring integrity of that law: "Verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled." Matt. 5:18.

But in Daniel's prophecy is foretold the rise of this power that was to think to change the times and the laws of the Most High.

Here, again, the evidence points straight to the Church of Rome; for it is a fact that the Papacy has laid violent hands on the law of God—upon the precept, too, that deals with sacred time—and has thought to change it.
In a volume to be seen in the British Museum, dated 1545, the following comment on Dan. 7:25 is attributed to Philipp Melanchthon, the Reformer, associate of Luther (reproduced with the old English spelling):

"He changeth the tymes and lawes that any of the sixe worke dayes commanded of God will make them unholy and idle dayes when he lyste, or of their owne holy dayes abolished make worke dayes agen, or when they changed ye Saterday into Sondaye.... They have changed God's lawes and turned them into their owne tradicions to be kept above God's precepts."—"Exposition of Daniel the Prophete," Gathered out of Philipp Melanchthon, Johan Ecolampadius, etc., by George Joye, 1545, p. 119.
This is exactly what the power represented by the little horn was to assume to do. The commandment of God is plain:

"Remember the Sabbath day, to keep it holy. Six days shalt thou labor, and do all thy work: but the seventh day is the Sabbath of the Lord thy God: in it thou shalt not do any work.... For in six days the Lord made heaven and earth, the sea, and all that in them is, and rested the seventh day: wherefore the Lord blessed the Sabbath day, and hallowed it." Ex. 20:8-11.

A Change in Practice
But in general practice there has been a change—the first day is commonly observed instead of the seventh day, which the Lord declares he blessed and made holy. The Roman Catholic Church points exultingly to the fact that this change, so universally allowed today, has come about solely through church tradition without Scriptural authority. For instance, one Catholic writer says:

"You will tell me that Saturday was the Jewish Sabbath, but that the Christian Sabbath has been changed to Sunday. Changed! but by whom? Who has authority to change an express commandment of Almighty God? When God has spoken and said, Thou shalt keep holy the seventh day, who shall dare to say, Nay, thou mayest work and do all manner of worldly business on the seventh day; but thou shalt keep holy the first day in its stead? This is a most important question, which I know not how you can answer.

"You are a Protestant, and you profess to go by the Bible and the Bible only; and yet in so important a matter as the observance of one day in seven as a holy day, you go against the plain letter of the Bible, and put another day in the place of that day which the Bible has commanded. The command to keep holy the seventh day is one of the ten commandments; you believe that the other nine are still binding; who gave you authority to tamper with the fourth? If you are consistent with your own principles, if you really follow the Bible and the Bible only, you ought to be able to produce some portion of the New Testament in which this fourth commandment is expressly altered."—"Library of Christian Doctrine: Why Don't You Keep the Holy Sabbath Day?" (Burns and Oates London), p. 3.

Every one who studies the question must recognize the fact that there is no change authorized in Scripture. As Canon Eyton, of the Church of England, says:

"There is no word, no hint, in the New Testament about abstaining from work on Sunday.... Into the rest of Sunday no divine law enters."—"The Ten Commandments" (Trübner & Co.), London.

Dr. Heylyn, of the Church of England, wrote:

"Take which you will, either the Fathers or the moderns, and we shall find no Lord's day instituted by any apostolical mandate; no Sabbath set on foot by them upon the first day of the week."—"History of the Sabbath," part 2, chap. 1.

Authorities, both Protestant and Catholic, freely acknowledge that there is no divine authority for Sunday keeping. There has been a change in practice and teaching, but with no Scriptural authority.

What the Papacy Claims

The prophecy of Daniel 7 forewarned all that the ecclesiastical power that was to rise upon the division of the Roman Empire would think to change the times and the laws of the Most High. The Papacy steps forward and claims boldly that the church has power to set aside Scripture, to institute holy times, and even to change the day made holy and commanded by the Almighty as the day of rest for His people.

In a Catholic work, "An Abridgment of the Christian Doctrine," by Dr. Henry Turberville, page 61, we read:

"Question.—By whom was the change [of the Sabbath] made?
"Answer.—By the rulers of the church, the apostles who kept the Lord's day....
"Ques.—How do you prove that the church hath power to establish feasts and holy days?
"Ans.—By the very fact of changing the Sabbath to Sunday; this change Protestants allow; and therefore they contradict themselves by keeping Sunday strictly and breaking most other feasts commanded by the same church.
"Ques.—How prove you that?
"Ans.—Because by keeping Sunday they acknowledge the church's power to ordain feasts and to command them under sin; and by not keeping the rest commanded by her, they deny that she has power."

It is the doctrine taught in the standard catechisms of the Roman Church:

"Question.—Have you any other way of proving that the church has power to institute festivals of precept?
"Answer.—Had she not such power, she could not have done that in which all modern religionists agree with her,—she could not have substituted the observance of Sunday the first day of the week, for the observance of Saturday the seventh day, a change for which there is no Scriptural authority."—Keenan's "Doctrinal Catechism," p. 174.

Thus the Papacy proclaims itself the power that has thought to change the precepts of the Most High.

On every count, the Roman Church is the counterpart of the little horn of Daniel 7. Before our eyes—in the common practice of Christendom—the commandment of God regarding sacred time is made void by the traditions of men.

The prophecy indicated that there would come a call for a reformation in this matter. Speaking of the warfare against the saints and the times and laws of the Most High, to be waged by the little-horn power, the angel said:

"They shall be given into his hand until a time and times and the dividing of time." Dan. 7:25.

In other words, when the 1260 years should expire, we should expect, according to the prophecy, to see a breaking of the Papacy's persecuting power over believers, a spreading abroad of the Holy Scriptures, and a work of reformation that would lift up the truths of God's Word, and call believers to keep once again the holy time and the holy law of the Most High.

The prophecy of Daniel 7 is one of God's special messages for all men in these last days, picturing the rise and history of the Papacy, and warning all against accepting its perversions of God's truth or recognizing its attempted change in the law of the Most High. Thank God for the "sure word of prophecy; whereunto ye do well that ye take heed, as unto a light that shineth in a dark place." We are to follow the Lord and obey him, not this power that has risen up in opposition to him.

The angel's interpretation in this chapter does not leave the apostasy triumphant:
"The judgment shall sit, and they shall take away his dominion, to consume and to destroy it unto the end."

Then the kingdoms of this world will become the kingdoms of the Most High, "and all dominions shall serve and obey Him."

"O, how shall we stand that moment of searching,
When all our sins those books reveal?
When from that court, each case decided,
Shall be granted no appeal?"
"In vain they do worship Me, teaching for doctrines the commandments of men." Matt. 15:9.
